Mowing Pipeline Right of Way

We live on Cottonwood Crest Lane and the Pipeline right of way is not mowed consistently between our street and Franz sometimes reaching a foot or more with weeds. Who has responsibility and how can we get consistent maintenance of the property.

November 8, 2018
I received an email from Jasmine Mitchell, the Community Manager for FSR for our HOA. The Board of Directors terminated the contract with FSR as of November 30, 2018. The President of the HOA Board, Brian Gibson, a project manager for Friendswood Development did not inform any resident. I am not sure what is going on with the management of the HOA.
